A commercial property on Roscoe Boulevard in Winnetka could give way to a six-story mixed-use development with 113 apartments and ground-floor commercial space.

The proposal would replace the existing low-rise commercial building at 20160 W. Roscoe Boulevard with a contemporary apartment building containing studio, one-, two- and three-bedroom residences, approximately 2,800 square feet of commercial space and parking for 127 vehicles.

The application was filed with the Los Angeles Department of City Planning on July 27, 2026. The proposal remains in the early stages of the city's entitlement and review process.

113 Apartments Above Ground-Floor Retail

Plans call for a podium-style building with residences above parking and approximately 2,800 square feet of commercial space facing Roscoe Boulevard. The proposed unit mix includes studios and one-, two- and three-bedroom apartments.

A rendering prepared by GA Engineering depicts a contemporary exterior with balconies, contrasting wall finishes and a wood-toned central accent.

Why it matters: The project would replace a low-rise commercial property with more than 100 homes while retaining neighborhood-serving commercial space along one of Winnetka's primary east-west corridors.

Density Bonus and Affordable Housing

The applicant is requesting Density Bonus incentives to permit a larger building than would otherwise be allowed by the site's underlying zoning. In exchange, 14 apartments would be reserved for very low-income households.

From Shooterz Bar to Celtic Raven Pub

The commercial center has also been home to a succession of neighborhood bars. Older images show the property when the space operated as Shooterz Bar. The same address later became associated with Celtic Raven Pub.

A Changing Roscoe Boulevard Corridor
