Another Canoga Park development proposal is getting larger, with revised plans now calling for more affordable housing near Sherman Way and Owensmouth Avenue.
A new application filed with the Los Angeles Department of City Planning under case number EAR-2026-2639-AH-CDO-HCA updates the previously approved project at 7220 N. Owensmouth Avenue. The site, located just north of Sherman Way, is currently developed with an older commercial building that would be removed to make way for a new apartment project.
The earlier version of the project called for a seven-story building with 70 one-, two-, and three-bedroom apartments and a two-level garage with 92 parking spaces. The revised proposal changes the layout and increases the number of units significantly. Plans now call for a six-story building with 120 apartments, again consisting of a mix of one-, two-, and three-bedroom units.
Even though the updated version is one story shorter, the project would add more housing by reducing the parking count to 41 spaces and changing the building layout. The prior design used more of a U-shaped configuration, while the new proposal reportedly shifts to an O-shaped footprint above the podium level.
The project is being pursued by Matt Towfighian of Warner Mega Properties, LLC, with KSK Design, Inc. continuing as architect and project representative.
This proposal is another example of how Canoga Park’s commercial corridors are changing. Owensmouth Avenue, Sherman Way, Canoga Avenue, and nearby Topanga Canyon Boulevard have all seen increased attention from apartment and affordable housing developers. Older low-rise commercial buildings, parking lots, and auto-oriented sites are increasingly being eyed for denser residential projects.
The 7220 Owensmouth proposal is also near other recent affordable and moderate-income housing activity in Canoga Park, including an 80-unit affordable housing complex completed a couple of blocks to the south on Owensmouth. With the revised plans now calling for 120 units, this project would represent another notable addition to the ongoing wave of housing development in the West Valley.
For longtime Valley watchers, there is something familiar about seeing Owensmouth Avenue continue to evolve. Canoga Park was originally known as Owensmouth, and the name still carries a connection to the area’s early 20th-century history before the neighborhood became the built-out suburban community seen today. That historic name now sits on a street increasingly associated with new housing proposals, modern apartment buildings, and redevelopment.

Those older posts show how much the West Valley has been changing over the years, from former industrial and commercial properties near Warner Center to residential projects along Owensmouth, Topanga, Canoga, and Sherman Way. The latest proposal at 7220 Owensmouth Avenue continues that trend, with more housing being added to a corridor that has already seen substantial redevelopment pressure.
Whether viewed as needed affordable housing or as another major change to Canoga Park’s older commercial character, the revised 7220 Owensmouth proposal shows that the West Valley’s apartment development wave is continuing to move through long-established neighborhoods.
