According to Los Angeles City Planning case VTT-85305-SH-HCA, the project would subdivide the property into five small lots. Each new lot would include a single-family home, an attached accessory dwelling unit, a detached accessory dwelling unit, and a junior accessory dwelling unit. Altogether, the proposal would create 20 total homes on a site that currently reflects Reseda’s older low-density residential pattern.

The applicant listed for the project is Leo Polosadjian, with design work by Joseph Kasbar Design Studios. The proposed development would include one- and two-story structures with a simple contemporary design and white stucco exteriors.

The property at 19448 Saticoy Street is the type of large Valley parcel that is increasingly being reconsidered under California’s newer housing laws. Public real estate records describe the existing property as a small 1-bedroom, 1-bathroom, approximately 630-square-foot home built in 1947 on a roughly 28,717-square-foot lot. The site last sold in September 2023 for $1,450,000. Prior listing language marketed the property toward developers, noting the large lot, RA zoning, General Plan density potential, and possible subdivision or housing redevelopment options.

The current proposal appears to rely on state housing laws including SB 684 and SB 1123, which are intended to streamline certain small-lot subdivision and housing projects. Instead of one home on one large lot, the proposal would create five lots and layer multiple housing types on each lot through ADUs and junior ADUs.

For Reseda, the important takeaway is the density shift. This is not a large apartment building, but the total unit count is still significant: 20 homes where one small single-family house currently exists.
