85 Apartments Proposed at 15242 Parthenia Street in North Hills
Another new housing development is being proposed in the San Fernando Valley, this time along Parthenia Street in North Hills.
A recently filed application with the Los Angeles Department of City Planning calls for replacing an existing commercial building at 15242 W. Parthenia Street with a new seven-story apartment building. The project would include 85 one-, two- and three-bedroom apartments above semi-subterranean parking for 139 vehicles.
The development is being proposed by developer Al Leibovic, with design by Maly Architects. Plans depict a contemporary podium-style building with a rooftop deck and a modern street-facing design.
The project would include 14 affordable units, making it eligible for density bonus incentives that would allow a larger building than would otherwise be permitted under the site’s existing zoning. The mix of market-rate and affordable units continues a broader trend across the San Fernando Valley, where older commercial properties and underutilized parcels are increasingly being targeted for multifamily housing.
The site is located just east of Sepulveda Boulevard, near the busy intersection of Parthenia Street and Sepulveda. A current street-view image shows the existing low-rise commercial buildings along this stretch of Parthenia, including the colorful Central Valley Ice Cream storefront and surrounding small businesses. If the project moves forward, that older commercial frontage would be replaced by a much larger residential building.
The project site is also located not far from other recent or proposed affordable housing developments in the North Hills area, including a new affordable housing complex planned at 15302 Rayen Street. Several additional affordable housing developments have also been built in recent years along the Sepulveda corridor through North Hills.
For longtime Valley observers, this is another example of the ongoing transformation of older commercial corridors into higher-density residential neighborhoods. Parthenia Street, like many major Valley streets, has long been lined with low-rise commercial buildings, small businesses, auto-related uses, apartments and institutional properties. Projects like this suggest that North Hills may continue to see more redevelopment activity as housing demand and city incentive programs push more apartment construction into historically lower-density parts of the Valley.
Notwithstanding all the developments that have occurred throughout the San Fernando Valley over the past several years, this proposed project is another reminder that North Hills and the Sepulveda corridor continue to see steady redevelopment interest. Older commercial parcels, auto-oriented properties and low-rise buildings are increasingly being replaced or proposed for multifamily housing as the city looks for ways to add more units across existing Valley neighborhoods.
Whether welcomed as needed housing or viewed as another major change to the traditional low-rise character of the area, the proposed 15242 Parthenia Street project represents another step in the continuing redevelopment of North Hills.
