Where Does Convicted Ex SFV Councilman Richard Alarcon and Wife Live?

Back in August 2010, 7th district councilman, Richard Alarcon and his wife, Flora Montes de Oca, were indicted for voter fraud and perjury charges for claiming that Alarcon resided in a Panorama City home but was actually living in a Sun Valley home.  (A requirement in order to be a councilman is that the councilman lives in that respective district).

The D.A.'s office filed the charges as part of a 15-month investigation which meant this was going on since May 2009. Alarcon became the 7th district councilman in 2007 and the charges covered activity between November 2008 to May 2009 when Alarcon was running for re-election and the couple voted in local elections. 

Fast forward to July 23rd, 2014, a jury voted guilty verdicts on three voter-fraud counts and one perjury count against Richard Alarcon and two voter-fraud counts and one perjury count against his wife. Both face a sentencing hearing in September with Alarcon facing 6 years in jail and his wife facing 5 years in jail. 

The claims that the D.A. office made against Alarcon and his wife were the following: 
  1. Neighbors of the Panorama City home stated no one lived in the home for three years back in early 2010. 
  2. Former City Councilwoman Wendy Greul testified that Alarcon once asked that she agree to move her 2nd district boundary so his Sun Valley home would be in his 7th district. 
  3. The prosecution also called an egg expert to testify on the age of an egg found in Panorama City home's refrigerator which was identified as 1 year old. I never heard of an egg expert. 
  4. The prosectuion stated that Alarcon once boasted to a colleague that he won his City Council race despite not living in the district. 
  5. Utility bills showed there was no gas used for a period from 2007 to early 2009 suggesting there was no cooking or hot water at the house. 
The Alarcon's defense were the following:
  1. They were renovating the Panorama City home and moved into the Sun Valley home to return when the repairs were finished. 
  2. Alarcon did not always stay in the house because a transient broke in and barricaded himself in there in 2009.

So lets examine the Panorama City and Sun Valley home starting with Panorama City (shown above) which is located on Nordhoff Street and measures 2 Beds/2 Baths on 1,114 sqft on a total lot size of 26,121 sqft built in 1950. The home was purchased by Flora Montes De Oca on June 1, 1998 for $140,000. Below are some other noteworthy transactions: 
  1. On October 23, 2008, Richard and his wife deeded the property to Flora as her sole and separate property with recording documentation mailed to a Sun Valley business owned by Flora.  
  2. On October 24, 2008, Flora took out a loan of $164,000 against the property. 
  3. On June 15, 2011, Flora took out another loan of $136,989 against the property. 
  4. On June 4, 2013, Flora transferred the property from Flora Montes de Oca to Flora Alarcon. 
  5. On June 4, 2013, Flora took out a loan of $200,000 against the property bringing the total amount of loans taken since 2008, $500,989. 
  6. Zillow values this property at the time of writing this post at $366,546.

The Sun Valley home (shown above) measures 5 Beds/5 Baths on 4,113 sqft on a total lot size of 18,163 built in 2002. This home was purchased on September 22, 1999 for $140,001 with recording documentation sent to the same Sun Valley business. As you can see, this home looks much better than the Panorama City home.

Now lets move on to the other properties previously and currently owned by Flora de Oca starting with the Sun Valley business property (shown above) that is home to the documentation recordings for the above mentioned homes. This is an industrial building measuring 2,418 sqft on a total lot size of 5,635 sqft built in 2005 that also includes a 1 Bed/1 Bath measuring 672 sqft. This property was purchased for $80,000 on February 13, 2001 which I am guessing was a land purchase that Flora built in 2005. The property was previously home to de Oca plumbing which is owned by Flora's ex-husband, Carlos. The business has since relocated to a new location in Sun Valley.

Previous properties owned by Flora include a Panorama City home (shown above) measuring 3 Beds/1 Baths on 1,056 sqft on a total lot size of 5,821 sqft built in 1948. This home was purchased on November 19, 1997 for $102,000 and sold for basically a double gain on August 20, 2002 for $220,002.

Flora owned a Pacoima home (shown above) measuring 4 Beds/2 Baths on 1,666 sqft on a total lot size of 5,922 sqft built in 1964 which was purchased on May 17, 1996 for $160,000 and sold on October 31, 2003 for $334,003.

Flora owned a Van Nuys condo (shown above) measuring 2 Beds/3 Baths on 1,363 sqft built in 1976 which was purchased on February 23, 1993 for $117,500 and sold on July 28, 2000 for $124,001.

As a bonus, Richard Alarcon previously owned a North Hills home (shown above) measuring 4 Beds/3 Baths on 2,142 sqft on a total lot size of 7,508 sqft built in 1961. Alarcon purchased this home for an unknown amount and date but sold it on September 2, 1993 for $163,636.

Following the home mentioned above, Richard Alarcon along with his ex-wife, Corina Alarcon purchased a Sylmar home (shown above) on October 25, 1993 for $250,000. They later divorced in 1999 and Corina purchased  for $210,000 on December 3, 2001 from I believe Richard probably as a settlement of the divorce proceedings. The Sylmar home measures 4 Beds/2 Baths on 1,884 sqft built in 1993.  Corina was appointed to the Board of Los Angeles Police Commissioners by Mayor James Hahn in April of 2004. Previously she was the owner of an Allstate Insurance Franchise for 14 years. She is also a graduate of CSUN. 

I imagine Richard Alarcon's daugther, Andrea, also lives with her mother in Sylmar who was the former Board of Public Works President earning $130,000 per year. Andrea lost all that when she resigned from that position on January 18, 2013 after her 11 year old daughter was found unattended wandering around City Hall on November 16, 2012 while Andrea was partying with friends at a nearby hotel. She was also facing separate child endangerment and drunk-driving charges in San Bernardino County.

So was Alarcon living in the Sun Valley home instead of the Nordhoff Street home? I dont know but a jury said no which is a shame because Alarcon has now tainted his legacy. Alarcon grew up in humble beginnings in the SFV watching his grandfather plow fields in North Hollywood where Alarcon attended local schools and became a CSUN graduate. He later became a trailblazer in Latino politics and was the first Latino to represent the Valley on the council and in the state Senate and he inspired others to run for office. He was known as "The Networker" for earning a reputation forging ties with local community leaders.

But like every politician, corruption and self-interests take over as evidenced above.

Its possible I missed a detail above but just wanted to give all the facts for taxpayers to make an informed opinion on this matter.

  1. Where is that pool Alarcon was to built with that money Mark Handel's wife loaned Alarcon? Doesn't look like it ever got built, so what did Alarcon do with that money?

  2. As for where was Andrea Alarcon living at... Andrea was living at Harbour Community, an income eligibility, tax credit, former DV shelter she was the so-called Executive Director of. Yes Andrea living at Harbour Community in 2009, 2010 & not sure if she was still living there in 2011. I bet DWP might know. Anyway, it was illegal. Fraud.

  3. Oh who owns Harbour Community? Andrea's mother Corina Alarcon, for one, James Acevedo, Glenn Ward Calsada and some reality company and one more I think.
    12157 San Fernando Rd Slymar, Andrea lived in unit 102. Glenn Ward Calsada, his mother, his brother and his nephew lived in unit 218. James Acevedo's sister Diane Acevedo lived in unit 100 and I believe there was an eviction. Joe was living in the conference room.

    Richard Alarcon voted to have funds issued to Corina Alarcon's DV Shelter, but they didn't call it Corona's DV Shelter.

  6. But it Neighborhood Partners Inc formally known as NEED or Neighborhood Empowerment and Economic Development Inc, they claim Harbour Community on their 990's with the $25,000 they pay Mark Handel as claimed every year
