A residential property at 17917 W. Chase Street in Northridge could become eight separate home sites. A new Los Angeles City Planning application calls for eight detached single-family homes on eight lots, following a $1.025 million property sale earlier this year and issuance of a permit to demolish the existing house and attached garage.

Eight homes on individual lots

The City Planning case summary describes an eight-unit subdivision in the property's RA-1 zone, with a detached single-family dwelling on each fee-simple lot. The proposal would divide the site into individually owned residential parcels.

City Planning identifies Igor Latsanovski of 17917 W Chase, LLC as the applicant, with Camille Zeitouny of Zeitouny & Associates, Inc. serving as representative. The public summary does not specify the homes' floor areas, bedroom counts, heights or parking arrangements.

A $1.025 million sale earlier this year

The supplied property-history record lists a $1,025,000 transfer to 17917 Chase LLC from the Kellenberger Trust, Anne E. Kellenberger. That transaction row carries a March 11, 2026 sale date and a March 27 recording date; the listing-history section shows the property sold on March 27.

The property sold March 27, 2026, for $1,025,000, according to its Redfin sale history. Redfin records a March 4 listing at the same price and a March 11 contingent status before the sale. The listing describes a 1951 house with approximately 2,002 square feet of living space on a roughly 0.44-acre lot.

A longtime owner with a CSUN connection

Before the sale, the property was associated with longtime owner James Kellenberger. Kellenberger is a professor emeritus of philosophy at nearby California State University, Northridge, with interests in philosophy of religion and ethics. CSUN's faculty catalog lists him as Bertram J. Kellenberger and dates his university appointment to 1967.

Redfin records an earlier sale of the property on December 15, 1972, for $32,000, more than 53 years before the March 2026 sale. That sale-history entry does not identify the buyer. The supplied property-history screenshot names Bertram James Kellenberger in a 2026 transfer and shows an earlier Kellenberger trust transfer dated January 30, 1990, documenting the family's connection to the property for more than three decades.

A 1972 newspaper advertisement

A supplied clipping identified as the Van Nuys News of June 25, 1972, page 64, offers a glimpse of the property several months before its recorded December sale. The advertisement promoted a California ranch on a 117-by-163-foot lot, with a circular driveway, two bedrooms and a fireplace in the main house, plus a guest house connected by a breezeway.

The advertised asking price was $33,450. Redfin records the later December 15 sale at $32,000. The clipping captures how the property was marketed around the time of that purchase, without identifying the eventual buyer.

Demolition permit pulled June 15, 2026

A permit to demolish the existing house and attached garage was pulled on June 15, 2026. The supplied Los Angeles Department of Building and Safety record confirms that demolition permit 26019-20000-01839 was issued that day for 17917 W. Chase Street. The work description calls for demolishing a single-family house with an attached garage and requires a sewer cap and pedestrian protection fence.

Igor Latsanovski is listed as owner and applicant on the permit page. The original property has since been demolished, according to the site update supplied for this post. June 15 is the permit issuance date; the reviewed record does not establish the date demolition took place.

Latsanovski is also the applicant behind the 10 homes with junior ADUs proposed at 9537 Lemona Avenue in North Hills, which SFV Blog covered October 11. That filing names him through 9537 Lemona, LLC, and also lists Camille Zeitouny as representative. The two proposals share an applicant and representative while involving separate properties and project companies.

Where the proposal stands

Case VTT-85309-SH-HCA was filed October 5, 2026, and assigned to staff October 9. As of October 13, the public summary showed no accepted-for-review date, hearing date or action date, and marked the case as not on hold. The subdivision remains a proposal, with no construction start or completion date identified in the reviewed records.

The filing follows other proposals to divide larger residential properties in Northridge. In July, SFV Blog covered a six-home subdivision with ADUs proposed at 18220 Superior Street. That earlier coverage describes a separate project and its status at the time of publication.
