A nearly half-acre residential property in Northridge could be divided into six new home sites under a recently filed application with Los Angeles City Planning.
The proposed development is located at 18220 W. Superior Street, near Lindley Avenue and approximately one mile north of the California State University, Northridge campus.
According to the city’s July 25, 2026 Recent Case Filings export, an application was filed on July 24 for an SB 684/SB 1123 subdivision consisting of six residential lots with accessory dwelling units.
The applicant is requesting approval of a vesting tentative tract map, a starter-home or small-lot subdivision and review under the Housing Crisis Act.
Existing property
The approximately 0.46-acre—or nearly 20,000-square-foot—property is currently developed with a one-story house built in 1952. Public real-estate records describe the residence as containing four bedrooms, two bathrooms and approximately 1,879 square feet.
The property was marketed as a fixer-upper in late 2024 and sold last year, on March 25, 2025, for $1,105,000. Its large lot and detached garage were highlighted in the previous listing. View the most recent sale listing on Redfin.
The planning application suggests that the existing single-family property may eventually be cleared or substantially redeveloped, although demolition and building permits do not appear to be part of this initial tract-map filing.
Earlier history: a relocated house and church ownership
City building records add an unusual chapter to the property’s history. A permit dated December 26, 1956 indicates that the dwelling was moved from 16402 Community Street in Sepulveda to its present location at 18220 Superior Street.
A later permit dated May 4, 1959, covering alterations to the dwelling and the replacement of an attached garage with an attached carport, lists the owner as the Roman Catholic Archbishop of Los Angeles. The record confirms that the property was church-owned at that time, although it does not establish when the Archdiocese acquired or later sold it. Because Our Lady of Lourdes Catholic Church is located nearby on Superior Street, it is possible that the Archdiocese’s ownership of the house was related to supporting the parish—for example, as housing or another church-related use—but that connection is not confirmed by the permit record.
Six lots—and potentially more homes
The project is being processed under California’s Starter Home Revitalization Act, established through Senate Bill 684 and subsequently expanded by Senate Bill 1123.
The state law provides a streamlined approval process for qualifying developments containing no more than 10 primary residential units. SB 1123 expanded the program to eligible properties in single-family residential zones beginning July 1, 2025. Accessory dwelling units are not counted toward the law’s 10-primary-unit limit. Because the Superior Street filing calls for six residential lots “with ADUs,” the completed project could contain more than six dwellings. However, the exact number, size and configuration of the proposed houses and ADUs will not be known until additional plans become available.
What happens next?
The July filing represents an application—not a final approval or a construction announcement. The city will review the subdivision for compliance with applicable state law, objective development standards and the Housing Crisis Act.
Additional documents, including a tract map and site plan, may eventually become available through the city’s case-information portal.
