A new mixed-use project is proposed for 13260-13282 West Maclay Street in Sylmar, replacing the existing buildings on the site, including 22 Rent Stabilization Ordinance dwelling units.
According to a Los Angeles Department of City Planning notice, the project would include two new buildings totaling approximately 187,708 square feet. The larger building would rise four stories and 54 feet and include 22 replacement residential units, 4 artist studios, and approximately 115,296 square feet of self-storage space. A second three-story self-storage building would add another 33,785 square feet of storage space, along with basement storage.
The project would also include 76 shared parking spaces in an at-grade lot and subterranean garage.
One notable feature is the proposed open space. Plans call for 2,579 square feet of open space, including a 2,247-square-foot publicly accessible open space area along Bromont Avenue, plus new trees, shrubs, and landscaping.
The applicant is Brett Henry of Trojan Storage of Sylmar, LLC. The planning case is ZA-2025-3040-CU2-CU1-SPPA-PR-HCA, with environmental case ENV-2025-3041-CE.
The proposal is unusual because it combines replacement housing, artist studios, and a large self-storage component. It also continues a broader San Fernando Valley trend of older residential and commercial properties being redeveloped into larger, more intensive projects.
For Sylmar, the key question is the tradeoff: the project would replace older rent-stabilized housing with the same number of new residential units, while also adding a significant amount of self-storage space and a more formal mixed-use development.
