A large single-family property in Sylmar could soon give way to a new small-lot housing development featuring 10 homes, each with an attached junior accessory dwelling unit.

Quick Facts
  • Address: 13750 Fenton Avenue, Sylmar, CA 91342
  • Proposal: 10 small-lot single-family homes, each with an attached junior ADU
  • Site size: Approximately 1.25 acres
  • Planning case: VTT-85444-SH-HCA
  • Applicant: CSE Management Group, LLC
  • Designer: 121 Design Build
  • Property sale: $1.125 million on January 6, 2026
  • Demolition permit: Pulled May 4, 2026 for the original 1950 house

Plans have been filed with the Los Angeles Department of City Planning for 13750 Fenton Avenue, where the approximately 1.25-acre property would be subdivided into 10 lots and developed with two-story single-family homes. Each residence would include an attached junior ADU, a one-car garage and a private rear yard.

The City Planning case is VTT-85444-SH-HCA. Project materials describe the proposal as a 10-lot subdivision with single-family dwellings and attached JADUs. The homes would be arranged around a shared internal driveway.

CSE Management Group, LLC is listed as the project applicant, while 121 Design Build is the project designer. The mailing address listed for the current owner in the case materials is 16719 Schoenborn Street, North Hills.

If all 10 JADUs are constructed, the property could ultimately contain 10 primary residences plus 10 junior accessory dwelling units.

A Property Already Marketed for Redevelopment

The redevelopment plans are especially notable because the property was marketed for its subdivision potential before it sold earlier this year.

According to the Redfin listing, the street-to-street parcel measures approximately 173 feet by 315 feet and spans about 1.25 acres, with frontage on both Fenton Avenue and Kismet Avenue. The existing house dates to 1950.

The December 2025 listing promoted several redevelopment possibilities, including subdivision under recent California housing laws. It specifically highlighted the potential for as many as 10 homes under SB 1123, along with possible SB 9 and ADU options.

The property was listed for $975,000 on December 23, 2025 and sold on January 6, 2026 for $1.125 million — $150,000 above the asking price. Redfin lists the property as zoned RE11-1 and identifies the parcel as APN 2503-004-006.

After the sale, the original 1950 house was removed. A demolition permit was pulled on May 4, 2026, marking the next step in preparing the property for redevelopment.

A Longtime Family Property

The property had previously been owned by Ronald William Shaw, a longtime San Fernando Valley resident who died in 2021 at age 88. According to his San Fernando Valley Sun obituary, Shaw was born in Olean, New York in 1933, served as an Army corporal during the Korean War and later moved to Southern California. He worked a variety of jobs before spending 25 years as a lineman with the Los Angeles Department of Water and Power, retiring in 1988. He and his wife Joan were married for more than 63 years.

The transition from a longtime single-family property to a 10-home subdivision is another example of how recent California housing laws are opening new redevelopment possibilities on larger residential lots across the San Fernando Valley.

A Possible 1960 Connection to Neighborhood Rezoning

A Valley News clipping dated October 25, 1960 provides an intriguing piece of neighborhood history. The article appears to describe a local resident objecting to proposed rezoning on the street. The clipping may involve an early owner or resident connected to the Fenton Avenue property, but that connection has not been independently confirmed, so it is best treated as a possible historical link rather than a documented ownership fact.
