A single-family property near the Los Angeles River in Winnetka could become a small cluster of new homes. Plans for 7032 N. Cozycroft Avenue call for five three-bedroom houses and three junior accessory dwelling units on a lot of roughly 7,600 square feet.
Five lots, with three junior units
HRD Architecture is designing contemporary homes rising two and three stories. The proposal would replace the existing house and divide the property into five lots, each with a single-family dwelling. Three junior accessory dwelling units, or JADUs, would also be incorporated into the project, in addition to the five main homes.
The property-owning S & H Joint Revocable Trust is behind the application. City Planning identifies Hamid Dehghan as the applicant and Matthew Hayden of Hayden Planning as the representative.
The property reportedly last sold in April 2025.
A streamlined path for small subdivisions
The application seeks to use SB 1123, part of California's Starter Home Revitalization Act. Los Angeles describes the program as providing a streamlined administrative approval process for qualifying developments with up to 10 primary homes. Eligible ADUs and JADUs do not count toward that 10-home limit.
Where the filing stands
City Planning lists case VTT-85207-SH-HCA as filed on September 8, 2026. When checked on September 13, the public summary showed “On Hold,” with no hearing or action date listed. It did not explain the hold.
The project remains a proposal. The available project information does not include a construction start or completion date.
