A new eldercare proposal at 10963 North Old Santa Susana Pass Road would bring a 215,000-square-foot senior-living complex to Chatsworth, according to the September 15 City Planning filing summary. The proposed mix includes independent living, assisted living and memory care. Beyond the development itself, the address offers a reason to revisit the history of this stretch of Old Santa Susana Pass Road, while keeping nearby historic properties distinct from the proposed project site.

Independent living, assisted living and memory care

The filing summary describes a combination of 101 independent-living units, 61 assisted-living units and 20 memory-care guest rooms with 22 beds. The distinction matters: these are different accommodation categories, not an interchangeable count of conventional apartments.

Together, the independent- and assisted-living components account for 162 units, with the memory-care rooms listed separately. The 22-bed figure applies only to memory care; it should not be read as the capacity of the entire development.

The former United Cerebral Palsy center

The property shown in the Street View image was previously home to a United Cerebral Palsy (UCP) center. The center appears to have been in operation since at least the 1980s; Los Angeles Times coverage from 1986 mentions UCP’s Chatsworth facility. Its exact opening date and the property’s use before UCP have not yet been established.

The UCP center appears to have stopped operating at this location sometime in 2025, although the closure and its timing remain unconfirmed.

Historical reporting lists UCP at 11051 Old Santa Susana Pass Road, matching the entrance number in the image. The new application uses 10963, so the campus history should not be taken as confirmation of the proposal’s parcel boundaries.

Listed ownership of the former campus

The property-data listing supplied for this article names Childrens Fdn Of La County as the owner of 11051 Old Santa Susana Pass Road, Chatsworth. The owner’s name is reproduced as it appears in the listing, which gives a mailing address of 6430 Independence Ave, Woodland Hills, CA 91367.

The same entry lists a 225,789-square-foot lot, or approximately 5.18 acres, and 1973 in its year-built field. That construction date does not establish when the UCP center opened, and the lot area should not be treated as the acreage of the proposed eldercare development.

This is a third-party ownership listing, not an independently verified recorded deed. It concerns 11051, while the Planning application uses 10963. The foundation’s relationship to UCP, its role in the proposal and the connection between the two addresses’ parcel boundaries have not been established.

A nearby reminder of Chatsworth’s ranching past

The road also provides a connection to an earlier chapter of Chatsworth history: the Wilson House at 10921 Old Santa Susana Pass Road. The Chatsworth Historical Society’s November 2016 newsletter dates the house to 1918 and identifies Henry and Georgia Wilson as the couple who built it.

The Society’s account documents the family’s lemon ranch, illustrated by historical photographs of the house, orchard and farm structures. These images offer a view of a landscape organized around agriculture rather than the housing developments now associated with the road.

Earlier approvals tied new homes to preservation

City records document a separate subdivision at 10811–10921 North Old Santa Susana Pass Road. Its 2019 conditions of approval allowed 18 new dwelling units plus the existing Wilson House, rather than 19 newly constructed houses.

Those conditions required restoration of the historic house before the first occupancy certificates for the new homes. They also required an ornamental iron view fence that would preserve views of the house from Old Santa Susana Pass Road, with pedestrian access near its entry.

Horsekeeping was addressed explicitly. The conditions reserved equine-keeping areas on residential lots and provided for maintenance of equestrian trails. For that earlier development, preserving elements of the area’s rural character was written into the approval requirements.

What remains to be confirmed

The proposal’s scale makes the site plan especially important. The key questions include how the building would sit on the property, where vehicles would enter, how the parking would be arranged, what would face the street and how the development would relate to surrounding properties.

The property images reproduced below are from the Planning filing. The full September 2026 application package, site plan and architectural drawings have not been reviewed for this article. For the proposed 10963 project, the applicant, recorded ownership, architect, senior-living operator, site acreage, demolition scope, proposed architectural appearance and construction schedule remain unverified here.

For now, this is a proposal to watch, not an approved construction announcement. The next useful step is to compare the Planning case documents with the filing summary, particularly the accommodation schedule and parcel boundaries. That is where the broader neighborhood story can become a more precise account of what is actually proposed for 10963.
