Another multifamily residential project is now moving forward in North Hollywood, this time just off Lankershim Boulevard on Hartsook Street.
The development site, located at 11043–11103 W. Hartsook Street, is being redeveloped with a new six-story apartment building. According to recently issued Los Angeles Department of Building and Safety permits, the project will include 59 apartments above a subterranean parking garage. Although the current project is smaller than earlier versions proposed for the site, it still continues the ongoing transformation of the NoHo Arts District and the surrounding blocks near Lankershim Boulevard.
The project was approved using the City of Los Angeles’ Transit Oriented Communities incentives, which allow qualifying developments near major transit corridors to increase density and size beyond what would otherwise be permitted under base zoning. In exchange, a portion of the apartments must be reserved as affordable housing. For this development, eight units are expected to be set aside for low- and extremely low-income households.
City records identify the current property owner as 11103 Hartsook Street, LLC, an entity managed by Tzvika Diner.
The Hartsook Street site has a longer and unusually complicated development history. Back in 2021, plans were filed for a much larger project known as Sofi, which would have replaced three small apartment buildings containing 15 existing units. That earlier version, proposed by an entity affiliated with LJ Properties, called for a seven-story, roughly 111,000-square-foot apartment building with 138 units above a two-level, 69-car subterranean parking garage. The project was designed by Sam Aslanian Architects and included amenities such as roof decks, courtyards, a swimming pool, recreation space, a fitness center, and a theater.
The earlier proposal was tied to developer Arthur Aslanian, whose name later appeared in a far more serious legal matter. In September 2022, the Los Angeles Times reported that federal authorities had accused Aslanian of arranging a murder-for-hire plot involving two men to whom he allegedly owed money, including a former attorney and a business associate. According to the Times, federal agents used an elaborate fake murder scenario as part of the investigation before Aslanian was arrested. At the time, Aslanian’s attorney told the Times that he denied the allegations and maintained his innocence.
That criminal case became part of the broader backdrop surrounding the Hartsook Street property. Later reporting on the site noted additional controversy involving tenants, rent-controlled units, and the future redevelopment of the property. By 2023, the 138-unit version of the project was expected to move forward through a joint venture involving WJK Development, Pyramid Development, and TEM Capital, the investment firm connected to Tarek El Moussa, the HGTV star best known for shows including Flip or Flop and Flipping 101. That proposal continued to rely on Transit Oriented Communities incentives and included 14 extremely low-income affordable units. At the time, construction was anticipated to begin in 2024, with completion expected roughly two years later.
The version now underway appears to represent a scaled-down redevelopment of the same Hartsook Street property. Instead of 138 apartments, the current plan calls for 59 units, with eight affordable units included as part of the project’s approvals.
Even with the reduced unit count, the project reflects the steady redevelopment pattern taking place around North Hollywood’s transit-rich core. This part of NoHo has seen numerous older low-rise buildings and underutilized parcels targeted for new apartment construction, especially near Lankershim Boulevard, Magnolia Boulevard, and the Metro B Line station.
The Hartsook Street project may no longer be the larger Sofi development once planned for the site, but it still adds another piece to North Hollywood’s continued shift toward denser residential development. Its history also makes it one of the more unusual redevelopment stories in the Valley, connecting a relatively routine apartment project with years of ownership changes, tenant concerns, prior development proposals, and a highly publicized federal criminal case involving a former developer tied to the property.
