[Update July 8, 2013]: I randomly found some brief information about the artist of this mural. The artist goes by the name "never" and maintains a blog called Never@LiveFastDieAwesome.com.

I finally got a chance to visit this awesome mural that I talked about back on February 3rd that was found via a twitter post from Mr Smith (@Paul_gualtieri). So here it is on the corner of Ventura Blvd and Texahoma Ave on the wall of Floyds 99 Barbershop at 17622 Ventura Blvd. Unfortunately, there isnt much detail about the artist and the inspiration behind choosing the movie Karate Kid which is obviously a cult favorite among SFV residents and even around the world. I am assuming Floyds commissioned this piece in the hopes of drawing business which clearly is working because they got me hooked. I would actually visit if I still had hair. You can visit the filming locations for Karate Kid here.
Can we get more businesses to commission artists to paint the other movies that were heavily based in the SFV like E.T., Back To The Future, 2 Days In The Valley, Drive, Valley Girl, Boogie Nights, etc.
