Six small-lot single-family homes are proposed at 12243 W. Riverside Drive in Valley Village. The application seeks zoning changes and additional height under the neighborhood’s specific plan, according to Los Angeles City Planning’s case summary.
A 1936 house on a 9,375-square-foot lot
Redfin’s public-record summary describes the property as a single-family house built in 1936, with two bedrooms, two bathrooms and 2,235 square feet on a 9,375-square-foot lot. These figures describe the existing property in Redfin’s records, rather than the six proposed homes.

Ownership history: a $471,000 transaction in 2010
The property-history report lists Yossef Aviv and Sigal Aviv as buyers in an April 29, 2010 transaction for $471,000, recorded on May 13, 2010. The seller is listed as ReconTrust Co. NA, and the transaction is categorized as a foreclosure. Yossef Aviv is also the applicant named in the city’s planning case.
Earlier entries show an $850,000 transaction dated February 8, 2007, recorded April 2, with the buyer listed as Alba Deosorio and the seller as Alejandro Ramirez. The report also lists a $545,000 transfer to Alba Osorio on October 8, 2003. Two March 2003 entries name Ron Lis as buyer from Steven M. and Ethel B. Hitter, each at $482,500; those adjacent entries should not be counted as two separate sales without checking the underlying deeds.
Redfin’s sale history also lists the $850,000 transaction, dating it April 2, 2007—the recording date shown in the report. Its displayed history omits the report’s 2010 transaction. Redfin also lists sales of $545,000 on October 8, 2003, and $482,500 on March 6, 2003.
A proposal with a 2023 paper trail
The project appears in the city’s January 2023 filing report, alongside small-lot subdivision case VTT-83180-SL-HCA and environmental case ENV-2023-648-EAF. The filing already described six residences and requests to remove existing Q conditions, obtain Valley Village Specific Plan project permit compliance, and allow a 10 percent height increase.
It also appeared on the Neighborhood Council Valley Village Planning and Land Use Committee’s June 14, 2023 agenda. That agenda described a conversion from a single-family dwelling to a six-lot subdivision. An agenda listing establishes that the proposal was scheduled for discussion; it does not establish an endorsement or approval.

The height request needs clarification
The city summary requests 10 percent above the specific plan’s 30-foot limit—equivalent to 33 feet. The older neighborhood council agenda instead lists 35 feet. Those descriptions differ; neither should be presented as an approved building height.
What the case record shows now
The live case page lists acceptance for review on September 23, 2026, and a virtual hearing dated October 27, 2026. Its commission action field remains blank, with the action date marked N/A. The posted hearing date alone does not confirm that the hearing occurred or establish its outcome.
For readers tracking the site, a written determination and updated plans would help clarify the outcome and final design.
Earlier apartment plans date to the 1980s
The six-home proposal follows earlier efforts to redevelop the property. An August 13, 1987 Los Angeles Herald Examiner notice describes a three-story, 11-unit apartment building with 22 parking spaces on 0.215 net acres at 12243 Riverside Drive. A February 18, 1988 notice describes a three-story, eight-unit apartment proposal with 12 parking spaces, under the same 87-271 case reference.
An April 19, 1990 Los Angeles Times notice describes tentative tract 49242 for 17 condominiums on 0.64 net acres at 12243–12257 Riverside Drive, a broader address range than the current application.
Those earlier redevelopment efforts appear not to have materialized as described: the February 2023 Street View still shows a house at 12243 Riverside. The notices document proposals, however, and do not explain their eventual disposition or why they did not proceed.
The newspaper record also reaches back to the home’s early years. A May 14, 1936 item in The Van Nuys News names Charles Davies at 12243 Riverside Drive and reports a $3,300 residence expenditure. A June 13, 1940 San Fernando Valley Times item identifies C. Davies at the Riverside address while reporting a permit for a different residence, at 4681 St. Clair Avenue.
