The shuttered Rite Aid at 18444 Plummer Street in Northridge could give way to a six-story building with 200 affordable apartments. Alliant Communities is proposing to redevelop the 1.45-acre corner property at Plummer Street and Reseda Boulevard, near the Cal State Northridge campus.
According to Steven Sharp’s September 29 report in Urbanize LA, the plans call for demolishing the former pharmacy and its parking lot to make room for the new residential building.

What is planned for the Rite Aid property?
The development would include one-, two-, and three-bedroom apartments, along with resident amenities, offices and a garage with 102 parking spaces. All 200 apartments would be reserved for renters earning between 30% and 80% of area median income, according to the report.
Egan Simon is designing the building, which would feature landscaped courtyards and additional recreation areas. The proposal would bring a much larger residential presence to a site currently occupied by a closed retail building and surface parking.

Property sold for $8.5 million in 2026
A property-history record for 18444 Plummer Street lists an $8.5 million sale from College Block LLC to 18444 Plummer Street LP. The transaction row gives a sale date of May 29, 2026, with recording on June 9, 2026. The page’s summary uses June 9 as the “last sale date,” so the two dates refer to different entries in the record.
The same record lists an $8.5 million loan recorded June 9, with the lender identified as “LOW INCOME INVS FUND.” This mortgage entry is separate from the federal funding request described in the development report.
Before Rite Aid: Honda sales and auto repair
Los Angeles building records add an earlier automotive chapter to the Plummer Street frontage. Two applications bearing February and March 1971 dates identify Honda Sales & Service at 18448 Plummer Street, designated Building A, and major auto repair at 18430 Plummer Street, designated Building B. Both list Orrin Matthews Inv. Co. as owner and refer to Lot A of Parcel Map 1954.
A companion plot plan shows the two buildings along Plummer Street, with Reseda Boulevard at the corner. It also labels an existing service station at the corner as “not a part of this permit.” The drawing helps distinguish the automotive buildings from the separate corner use shown at that time.

By late 1998, city paperwork documented plans for a pharmacy. A November 30, 1998 application at 18444 Plummer Street describes a new 16,750-square-foot pharmacy with a drive-through and a revised parking layout. A December 8, 1998 demolition application at 18430 W. Plummer Street calls for removal of a one-story auto repair building and lists Rite Aid Corp. as tenant.
These records document the proposed work and the property’s earlier uses. The supplied application pages do not establish the exact demolition date or the pharmacy’s opening date.

Funding request and construction timeline
Urbanize reports that the City of Los Angeles is seeking more than $23 million in federal funding on behalf of Alliant Communities. The funding is described as a request; the report does not establish that it has been awarded.
Construction is expected to begin in February 2027 and finish in April 2029. Those dates remain projections for the proposed development.
The proposed development would join newer apartments along Reseda Boulevard, Nordhoff Street and the surrounding Northridge area, adding more housing near CSUN. Those additional homes could help meet housing needs in the wider campus community as enrollment grows: CSUN reported that spring 2026 student headcount was 0.8% above spring 2025. The Plummer Street proposal is income-restricted affordable housing; the reported plans do not designate it as student housing.
