Five-Story, 100% Affordable Development
The proposal would contain 81 apartments in a five-story building, with all units reserved for affordable housing.
The City Planning filing identifies the project under case EAR-2026-4330-AH-VHCA, filed on August 20, 2026. The requested entitlement includes the Affordable Housing Incentive Program for a 100% affordable project.
One notable element of the proposal is the absence of an on-site automobile parking garage, allowing more of the development site to be devoted to housing and residential amenities.

The Filing Covers 5922 Through 5928 Lemp Avenue
Although the proposal is commonly identified by the primary address of 5922 N. Lemp Avenue, the City's case record confirms a broader development site.
The affected-address list includes 5922, 5924, 5926 and 5928 N. Lemp Avenue, along with 5922 1/2, 5924 1/2, 5926 1/2 and 5928 1/2. Two tract entries are also included in the filing.
The City record therefore indicates that the proposed development encompasses the larger 5922-5928 Lemp Avenue site rather than a single residential property.

Two Vacant Lots Sold to HVN Development
Real estate records also help explain how part of the development site came together shortly before the planning application was filed.
The property marketed as 5922 Lemp Avenue, Lot 18 contains approximately 6,613 square feet, while the neighboring property marketed as 5926 Lemp Avenue, Lot 19 contains approximately 6,631 square feet.
The two properties were previously marketed together as a potential development opportunity totaling approximately 13,244 square feet.
Both properties sold on August 4, 2026 for approximately $1,087,500 each, for a combined acquisition price of approximately $2.175 million. Property records identify HVN Development, Inc. as the buyer.
The acquisitions occurred just over two weeks before the City Planning case was filed on August 20.
Because the City's affected-address list extends from 5922 through 5928 Lemp Avenue, the street addresses in the planning record should be distinguished from the individual parcel and listing descriptions used in real estate records.

Another Addition to North Hollywood's Housing Pipeline
The Lemp Avenue proposal joins a continuing wave of multifamily development across North Hollywood, where older single-family homes, duplexes and smaller apartment properties are increasingly being replaced by larger residential projects.
The site is south of Oxnard Street and west of Lankershim Boulevard, within the broader North Hollywood area served by the commercial corridors surrounding Lankershim, Oxnard and Victory boulevards.

What Happens Next?
The case was filed with Los Angeles City Planning on August 20, 2026 and remains under review. A construction start date has not yet been announced.
If approved and built as proposed, the development would add 81 income-restricted apartments to North Hollywood on a site previously occupied by lower-density residential development.
