A proposed apartment development near the Los Angeles River in Glendale has been revised, with new plans calling for a seven-story residential building at 4728 San Fernando Road in the Pacific-Edison neighborhood.

The development site sits along the western edge of Glendale, near the Los Angeles River and just north of the Glendale-Los Angeles border. The property is currently improved with a low-rise commercial and industrial complex, part of the older San Fernando Road corridor that has increasingly attracted proposals for housing, studios, and mixed-use redevelopment.

Earlier plans filed in 2024 called for a 249-unit apartment project at the site. The latest version reduces the unit count slightly but provides more detail: a roughly 247,000-square-foot, seven-story building with 229 apartments and 281 parking spaces in an above-grade garage.

The project would use density bonus incentives, including a request to allow seven stories where six stories would otherwise be permitted. The proposal also seeks flexibility to provide smaller apartments than typically allowed under Glendale’s zoning code.

To qualify for the requested incentives, the development would include 27 affordable units.

The location is also about one mile south of 5426 San Fernando Road, where a large studio complex with soundstages and office space has previously been proposed. Taken together, the projects reflect the continued transformation of the San Fernando Road corridor from older industrial and commercial uses toward larger residential and entertainment-industry developments.

While the project remains in the entitlement stage, the revised filing gives a clearer picture of what could eventually replace the existing commercial complex: a substantial apartment building that would add more than 200 homes near the Los Angeles River, including a set-aside of affordable units.
