A new affordable housing development is moving forward in Burbank, with construction expected to begin in early 2027.

The project, known as The Village at Fairview, is planned for 2321-2335 N. Fairview Street. It is being developed by Homes & Hope in partnership with Burbank Housing Corporation.

Plans call for a four-story building with 60 apartments, including one-, two-, three-, and four-bedroom units. The project would also include one level of basement parking with 60 parking spaces.

Of the 60 apartments, 15 units would be reserved for homeless families with children and are expected to be fully furnished through community donations. The remaining 45 units would serve households ranging from extremely low-income to lower-income levels.

The project is being designed by Y&M Architects and is expected to include a central courtyard, recreation room, and other shared resident amenities.

According to the City of Burbank, the total project cost is approximately $45.6 million. McCarthy Companies is providing preconstruction services and will serve as the general contractor.

This project is also notable as Burbank Housing Corporation’s first low-income housing tax credit development, marking an important step for the organization as it expands its affordable housing work in the city.

For Burbank, The Village at Fairview adds another example of how cities across the Valley are trying to address housing affordability through smaller infill projects. Unlike some of the larger apartment proposals seen in Los Angeles neighborhoods, this project is more modest in scale but still provides deeply needed affordable and family-sized housing.

Other Burbank and East Valley Mentions from the Blog

This project also connects with the broader history of Burbank and East Valley development covered on this blog over the years.

Those older posts show Burbank’s long connection to aviation, industry, architecture, and neighborhood change. The Village at Fairview represents a different kind of development story: smaller-scale affordable housing aimed at families and lower-income residents.
